As in "residential language course"; i.e. a course in a particular language that requires that you live in the country where it is spoken for a certain period of time. In the US it can also be a course taken at home, as in a "residential licensing course" in real estate offered by a particular state. The usual term for the latter, however, is "correspondence course".
